About ASEMA
The Awutu Senya East Municipal Assembly (ASEMA) is the highest political and administrative authority in the Awutu Senya East Municipality. Established under the Local Governance Act, 2016 (Act 936), the Assembly is responsible for the overall development of the municipality and the well-being of its residents.
ASEMA's mandate covers infrastructure development, environmental sanitation, public health, education oversight, revenue mobilization, and urban planning.

Hon. Seth Serwornu-Banini
Municipal Chief Executive, Awutu Senya EastHon. Seth Serwornu-Banini was confirmed as the Municipal Chief Executive of the Awutu Senya East Municipal Assembly in May 2025. He brings extensive experience in public administration and urban governance.
Under his leadership, ASEMA has prioritized clean city initiatives, infrastructure development, revenue mobilization, and improved service delivery to residents and businesses across the municipality.
The MCE works closely with the General Assembly, government ministries, and development partners to ensure the sustainable growth of the municipality.
General Assembly
The General Assembly is the highest decision-making body of the Awutu Senya East Municipal Assembly. It comprises elected Assembly Members from each electoral area, government appointees, the Member(s) of Parliament from the constituency, and the Municipal Chief Executive.
The Assembly meets regularly to deliberate on policies, approve budgets, pass bye-laws, and oversee the administration of the municipality. Assembly Members serve as the direct link between the Assembly and the communities they represent.
